New Tivo 4K Modem Causing Havoc In My Network

Long story short, actually lets do the long story :) I have 2 IP Cameras hooked up, tried to replace one with a new Hikvision and can't see it away from wifi with their mobile app and can't see it at all with my Synology Surveillience Station Software. Doing research for many hours I think I discovered that the Cogeco DPC3848VM Modem is causing issues because I have my own router setup after it. I read that I should set the Cogeco Modem to bridged but when I called and asked how to do that support said that I couldn't as my Tivo would not work if I did. So unless I can figure out a way to see my IP camera remotely set up as it is, I will have to make changes. My router, Linksys EA6400 is actually in the chain because the 2.4ghz of the Cogeco modem is not working, I know, get a new one right, still not sure if I want to use the DPC3848VM as my main connection but if I can get the camera going I will. Anyone know the best way to do this, bridge my router or maybe turn my router into an access point (if that's not the same thing), if so will this get rid of my connection issues with the IP Camera? Synology software says the error is with the IP address, the port or the host name and believe me I have tried every different way I could to get it going. What I have done Forwarded all Hikvision ports in my router, checking them online status says the are not open, probably something to do with the Cogeco modem? Tried plugging the camera into the Cogeco modem and forwarding the ports in it to no avail. Tried every combination of IPs I could think of, Router public, router private, modem public, camera assigned IP when it was connected to my router and then again to the Cogeco modem, then my public address changed to the IPv6 address, what a treat that is entering in all the time. I have a few good people helping me over on the ipcam talk site but thought if it's the Cogeco modem not playing nice with my own router then maybe someone here could help. I should note that I disconnected my router and tried to go with just the Cogeco modem but I still could not see the camera away from wifi or on the Synology
